Acting within its legally prescribed competence to monitor the implementation of laws concerning the prohibition of discrimination and to recommend to public authorities and other persons measures for achieving equality and protection against discrimination, the Commissioner for the Protection of Equality hereby issues to television broadcasters with national coverage, print media and internet portals (hereinafter: the media) registered in the Media Register maintained by the Serbian Business Registers Agency the following

RECOMMENDATION OF MEASURES FOR ACHIEVING EQUALITY AND PROTECTION AGAINST DISCRIMINATION

The Commissioner for the Protection of Equality recommends that the media:

  • in accordance with the law, professional standards and editorial responsibility, undertake all measures aimed at preventing the publication of content and comments that incite discrimination, hatred and violence or that constitute harassment and degrading treatment, sex-based and gender-based harassment of a particular person or group of persons on the grounds of any of their actual or presumed personal characteristics;
  • ensure that, in live programs, journalists, presenters, editors-in-chief and responsible editors, and other persons participating in the creation of media content act with due journalistic care and react without delay to statements, views and content that incite prejudice, discrimination, hatred or violence against a person or group of persons on the grounds of their actual or presumed personal characteristic, in order to prevent the spread of discriminatory narratives and ensure respect for human dignity and the right to equality.

No appeal or any other legal remedy is permitted against this recommendation of measures for achieving equality, because it does not decide on the rights and obligations of legal subjects.
