Commissioner for the Protection of Equality

Brankica Jankovic was born in 1973 in Cacak, Serbia. She graduated law from the Faculty of Law University of Belgrade and she is a PhD candidate on the Faculty of Security Studies University of Belgrade.

Her areas of expertise are social protection, protection of elderly, child rights protection and public administration and security. She published several scholarly articles in areas of labor law, social protection and aging of population.

She is a member of the Gerontological Society of Serbia, Association of Social Care Professionals, and of the board of directors of the Foundation “Podrzi Zivot” (“Support Life”). In addition she is a member of the European Association for Directors and Providers of Long-Term Care Services for the Elderly (E.D.E) and the European Social Network (ESN).

During her professional career she was also on the position of State Secretary of The Ministry of Labor, Employment, and Social Policy from 2012 to 2014 and she was head of the Gerontology Center of Belgrade for seven years. She also worked on the IPA project and was responsible for all aid programs in the Ministry of Labor, Employment and Social Policy. She was the Head of the Negotiating Group for chapter 19 (Social Policy and Employment) in the EU accession negotiation process, the Chair of the Subcommittee for Research, Innovation, Information Society and Social Policy within the Committee for the implementation of the Stabilization and Association Agreement. She is also the National Coordinator of the Working Group on Ageing of the United Nations Economic Commission for Europe, UNECE. She was project coordinator in the DILS project – Improvement of Social and Health Services at the Local Level – computerization system (World Bank), President of the Board of the IPA project Social Inclusion (UNICEF), head of the Government inter-departmental working groups for preparation of the reform program for employment and social policy (ESRP), member of the Political Council for the implementation of Resolution 1325 Women, Peace, Security, National Project Director on projects Fight against Sexual and Gender-Based Violence and Integrated Response to Violence against Women. She led three different Committees of the Serbian Government – ones in charge for the issues of elderly, for persons with disabilities and for children’s rights.

Among the many of her professional activities are: manager and member of the projects “Implementation of Standards in Social Care Institutions”, “Drug Abuse Prevention and Juvenile Delinquency”, and “Inclusion of Children with Varying Degrees of Mental Disability”. She was also managing other various projects related to the integration of persons with disabilities in society and professional training for their employment.

During her work career she has been participating in development of various strategic and legal documents such as Social Welfare Development Strategy, National Strategy on Ageing of Population, Strategy for Improvement of the Situation of Persons with Disabilities, Sports Development Strategy, the Law on Salaries in the Public Service, the Law on Social Protection, the Labor Law, the Law on Social Entrepreneurship, the Law on the Use of Sign Language, the Law on Free Legal Aid, and a number of other by-laws.

She worked as a professor and secretary of one gymnasium, and in marketing positions of several media outlets. She is Deputy Chief Editor in the Social Policy journal, president of the editorial board of the Journal News magazine as well as member of the editorial board of the Social Thought journal.

She won the National award for contribution to the development of the social protection given by the Association of Social Care Professionals of the Republic of Serbia, and also she won “The Golden Wheel” prize for contribution in protection of Human Rights of Roma Minority given by the Roma National Council.

She speaks English and Russian. She is married and has two kids.
