Acting within the framework of legally prescribed competencies [1] to monitor the implementation of laws concerning the prohibition of discrimination and to recommend measures to achieve equality to the public authorities and other persons, the Commissioner for the Protection of Equality addresses to (the recommendation has been sent to all municipalities and cities) the following

RECOMMENDATION ON MEASURES TO ACHIEVE EQUALITY

The Commissioner for the Protection of Equality recommends that the municipality/city:

• takes all measures and activities within its jurisdiction in order to ensure inclusion and encouragement of equal representation of women and men in all spheres of political and public decision-making in the exercise of public functions in the bodies of the local self-government units, and institutions and public enterprises founded by local self-government;
• takes all measures and activities within its jurisdiction in order to promote equal representation of women and men from different communities (urban and rural) and marginalized groups in all spheres of political and public decision-making in the exercise of public office in local self-government units, and institutions and public enterprises founded by local self-government.

The municipality/city will inform the Commissioner for the Protection of Equality of the planned measures in order to implement this recommendation, within 30 days from the date of receipt of the recommendation on the measures to achieve equality.

No appeal or any other legal remedy is allowed against this Recommendation on measures to achieve equality, since the Recommendation does not decide on the rights and obligations of legal entities.
